Audiovisual media sector in Kosovo is regulated by two basic laws: The law on Independent Media Commission (2011-04/L-44) and the Law on Public Service Broadcasting (RTK) (2011-04/L-04).

In order to fulfill the constitutional obligations (Article 141 of the Constitution of the Republic of Kosovo) and legal obligations (Law no. 04/L-44), the Independent Media Commission promulgates secondary legislation (bylaws) for the regulation of broadcasting and audio-visual media services, in accordance with the international standards.

AVMSD offers a comprehensive legal framework that covers all audiovisual media services (including on-demand audiovisual media services), provides less detailed and more flexible regulation and modernizes rules on TV advertising to better finance audiovisual content.
